This is because of the JSM cloud limitations that we have to work within. We are only able to add new fields at the very bottom of the form. The positioning options that are available are primarily intended for relative positioning of multiple Search Fields and Info Panels.
Update: This can be solved by using Search Field (Custom Field) or Info Panel (Custom Field)
